Hi Josh, I'm not sure who you are refering to when you talk about 'camp guides'. Most parks have public camp sites but no one is managing them, they are just empty spots without staff where you can put up your own tent and cook your own meal (you need to bring your own gear for this). You also have tented camps and lodges, they are much more upmarket/luxurious and typically cost several hundreds of dollars per night. They often have their own guides and cars. But then you directly book with these lodges, as a package.
The typical thing to do when you want to do a safari, is seeking out a tour operator. They have everything you need: car, driver, sometimes a seperate guide, and if your're using a public campsite, also a cook and their own tents.
The organisations who run the parks (for national parks/reserves this is KWS) typically do not provide any kind of tour facilities. As I said they only provide public camp spaces, without any service (there may be a toilet and shower but expect this to be broken and very dirty).
This is the typical situation - there may be exceptions as things change and in Kenya they aren't always advertised....
