Actualy there many hotels in Mombasa and Nairobi for disabled travellers. If we talk about hotels with a open flat ground floor to the reception there are quite a number of these. Rooms on the ground floor. Whitesand, Bamburi Beach,Nyali Beach Hotel,Mombasa Beach hotel. Even though with some stairs, the staff of the hotels is very helpfull and can carry the person in the wheelchair.
I have been in all the hotels and try to think of the space to go to the restaurants, to the poolside and as far as I can remember it should not be a problem.
If you want to do a safari, go private and look for a minibus whereby they are willing to remove the first seat at the entrance to help this person into the van. The lodges are almost all of them on the ground floor. And again friendly staff ready to offer any assistance.
Hope this information helps. But before you book, please confirm with the hotel about the access for disabled persons.

I am at work with my colleague Peter who reports that the Voyager Hotel in Mombasa was very accommodating for disabled access especially with ramps and wide access doors throughout the hotel. The hotel is mostly at ground level.
