Is this the real cause of poverty in Kenya

According to the latest census, Kenya's population is growing at the rate of 1 Million a year. In 1999 it stood at 28 million now it is 38 million and projected to reach 51 million by 2025 !!
How can Kenya sustain such growth and where is the infrastructure,socio-economic growth and employment to support the population. Most overseas aid is directed at fighting poverty and disease, there is simply no point whatsoever in foreign aid being ploughed in year after year to feed the population because it does nothing to change the situation. Family sizes keep getting bigger, there are fewer school places each year and no jobs for school leavers.
Have I the right to assume that the answer must be a massive urgent re education program and a complete change of mindset, especially in relation to birth control and the need for each family to become sustainable in their own right. This is where the aid and funding should go.
There are 4.6 births per woman in Kenya, each new birth pushes families deeper into poverty.
Although the Kikuyu Community is still the largest, the biggest growth in population has been the Kenya Somali Community whose current population stands at 2.4 million.
Is it possible for Kenya to address the problem of a population growth of 1 Million a year and not keep going cap in hand for aid and loans every year, or has it gone too far?
