Is there a customs and handling fee for books in Kenya

I sent a box of church books to our associate ministry in Gusii Kenya and the post office is asking for a customs and handling fee of $100 to release to the recipient. Is this correct. I have never, in the past, encountered a fee to deliver books in Kenya. Thank you for a response.
