Thankyou for your mail and let me assure that I have never ever had my hand luggage weighed at checkin. Even at Kenyan internal flights. I think of all the sizes of wheely carryons that I have seen and wonder why mine is so small.
If I remember correctly if you can lift it and put it in a locker above the seat then you are ok. That leaves an open door [hahaha] for weight but you have to be careful for size and some airlines will restrict you to a reasonable carryon dimension size.
